Dear Sisters and Brothers:
As a follow-up to last week’s meetings held at the QF facility in LAX, your negotiations committee wants to bring you up to date on the most recent developments that have occurred as a result of negotiations. At the meetings that occurred in PHX in June, and as was communicated to you then, your committee put forward a comprehensive proposal with very specific discussions and associated requirements to close these negotiations. That comprehensive proposal was specifically presented as a conditional proposal based on acceptance of all terms contained in it. The areas addressed were wages, premiums and wage rules, union security, travel on duty/training/field service/remote location support (RLS) and effective date and duration.
At the meetings last week, the Company responded to the IAM Union’s comprehensive proposal with their own proposal. The important thing to note is that the Company largely if not wholly ignored everything the Union put forward. It is important to note that we are not speaking about dollars and cents as those can still be negotiated. What we are speaking about are the things that we told the company any new agreement must have as a condition of completing it. They chose to ignore those requirements.
Under the Railway Labor Act (RLA), this would be referred to as an impasse in direct negotiations which qualifies to trigger the next step. The next step would be to enlist the services of the National Mediation Board (NMB). The Union communicated its intent to file for mediation to the Company within the last 24 hours and this bulletin signifies the application has been submitted to the NMB. While invoking mediation will lengthen negotiations, it will also ensure that the Company has to follow certain conventions that occur in negotiations. The net result of that will be the achievement of the best CBA possible for your ratification consideration.
